    SOCIAL AFFAIRS MINISTERS FROM 26 AFRICAN COUNTRIES BEGAN A FOUR-DAY CONFERENCE IN CAIRO LAST NIGHT (MONDAY) ON SOCIAL WELFARE POLICIES AND COMMUNITY DEVELOPMENT IN AFRICA. AT THE CONFERENCE, SPONSORED BY THE UNITED NATIONS, THE UNITED ARAB REPUBLIC WILL BE EXPLAINING ITS OWN SOCIAL DEVELOPMENT PLANS AND EXTENT OF THEIR SUCCESS IN RURAL AREAS.

    OBSERVERS FROM THE UNITED NATIONS, THE ORGANISATION OF AFRICAN UNITY (OAU) AND THE ARAB LEAGUE ARE ALSO ATTENDING THE CONFERENCE. THE OPENING SESSION WAS ADDRESSED BY THE PRIME MINISTER OF THE U.A.R., MR. SEDKY SOLIMAN, ON BEHALF OF PRESIDENT NASSER. OTHER SPEAKERS INCLUDED THE U.A.R. MINSTER FOR SOCIAL AFFAIRS, MR. AHMED KHALIFA, WHO WAS ELECTED CONFERENCE CHAINMAN.

    IN HIS SPEECH, MR. SOLIMAN URGED DELEGATES TO PLAN SOCIAL CHANGE IN AFRICA TO CREATE A STRUGGLE FREE EXPLOITATION AND SOCIAL INJUSTICE.

    MR. KHALIFA SAID THEY SHOULD PREPARE A DRAFT AFRICAN PACT FOR SOCIAL ACTION TO BE PRESENTED TO A UNITED NATIONS-SPONSORED CONFERENCE OF SOCIAL AFFAIRS MINISTERS TO BE HELD NEXT YEAR.
