    MR MAURICE STANS, UNITED STATES COMMERCE SECRETARY, BEGAN TALKS TODAY (14 APRIL) WITH M. JEAN REY, PRESIDENT OF THE EUROPEAN COMMON MARKET'S EXECUTIVE COMMISSION IN BRUSSELS.

    THE TALKS LARGELY CONCERN THE GROWING LIST OF DIFFERENCES BETWEEN THE TWO MAJOR WORLD TRADING BLOCS.

    MR STANS AND HIS DELEGATION ARE IN BRUSSELS FOR THREE DAYS, AT THE START OF A SEVEN NATION EUROPEAN TOUR DURING WHICH HE WILL DISCUSS TRADE PROBLEMS WITH GOVERNMENT MINISTERS AND HEADS OF INTERNATIONAL TRADE ORGANISATIONS.

    IN A SPEECH HE GAVE TO THE AMERICAN CHAMBER OF COMMERCE IN BRUSSELS TONIGHT, HE CALLED FOR TALKS ON THE ELIMINATION OF NON-TARIFF BARRIERS TO INTERNATIONAL TRADE, ON THE LINES OF THE KENNEDY ROUND DISCUSSIONS.

    MR STANS DOUBTED, HOWEVER, WHETHER ALL SUCH BARRIERS COULD BE BROKEN DOWN. HIS GOVERNMENT INTENDED TO LIMIT TEXTILE IMPORTS TO PROTECT DOMESTIC INDUSTRY. INDEED ONE OF THE MAIN PURPOSE OF HIS BRUSSELS VISIT WAS TO PRESS A VOLUNTARY LIMITATION BY THE EUROPEAN COMMUNITY OF ITS TEXTILE EXPORTS TO THE UNITED STATES.

    U.S. EFFORTS TO HALT WINDING TRADE SURPLUSES WERE HAMPERED BY EUROPEAN BORDER TAXES, EXPORT SUBSIDIES, AND INCREASING DIFFICULTIES IN MARKETING FARM PRODUCE.

    BUT PRESIDENT NIXON'S ADMINISTRATION, ASSURED THE COMMERCE SECRETARY, DID NOT INTEND TO RESORT TO PROTECTIONISM.
