    A UNITED STATES MILITARY SPOKESMAN SAID YESTERDAY (TUESDAY) THAT IT WAS A U.S. SOLDIER WHO SHOT AND KILLED A SOUTH VIETNAMESE SERGEANT OVER THE WEEKEND IN SAIGON. THE SHOOTING INCIDENT, WHICH SET OFF ANTI-AMERICAN RIOTING, WAS DESCRIBED AS ACCIDENTAL.

    BUDDHIST YOUTHS AND CHILDREN DEMONSTRATING IN SAIGON STREETS SET FIRE TO A U.S. MILITARY JEEP AND A TRUCK OWNED BY A U.S. CONSTRUCTION FIRM.

    A COMPANY OF SOUTH VIETNAMESE PARATROOPERS WERE CALLED OUT TO QUELL THE RIOT. THE YOUTHS AND CHILDREN WERE PUSHED BACK INTO THE GROUNDS OF SAIGON'S MAIN PAGODA. THE SOLDIERS HURLED TEAR GAS BOMBS OVER THE WALL.

    MANY BUDDHISTS EXPRESSED SHOCK AT THE ACTIONS OF THE SOUTH VIETNAMESE TROOPS, FOR THEY HAD NEVER MOVED AGAINST A SAIGON PAGODA BEFORE.

    AS SOON AS THE TROOPS FELL BACK FROM THE GATES OF THE PAGODA, THE YOUTHS AND CHILDREN CAME STREAMING INTO THE STREETS AGAIN. SHORTLY AFTER THE RIOTING ENDED, THE PARATROOPERS PLACED SAIGON UNDER AN 8 P.M. CURFEW.
