    SCHAUFELE: "I am not aware that there have been any complaints about the possibility of Dr. Kissinger's visit to Africa. There have been some criticisms of his meeting with Mr. Vorster. So I'm not aware of those complaints. All I would say is, I think that eh, the leaders of...with whom we have been in contact, have welcomed and encouraged our efforts, hoping that they could succeed. Or at least contribute to a solution to the problems of southern Africa. Our efforts are directed towards a solution to these problems which will end the violence. Because the violence leads to not only increased dislocation in terms of the areas actually involved but also if it continues and escalates that is to invite outside intervention. And the United States is strongly opposed to outside intervention in Africa. We believe African problems should be solved by Africans."



    Mr. Schaufele did not say how long he intends staying in Kenya. But Reuters - quoting Kenyan sources - said it is believed he would await the arrival of Dr. Kissinger, next Tuesday (14 September).

    Background: The United States Assistant Secretary of State for African Affairs, William Schaufele, arrived in Kenya on Friday (10 September) after visiting Zambia and Tanzania. During his tour Mr. Schaufele said that an African mission by US Secretary of State, Henry Kissinger, was a strong possibility. The White House subsequently announced that Dr. Kissinger would begin a round of "shuttle" diplomacy in Africa on Monday (13 September).

    SYNOPSIS: Mr. Schaufele flew into Kenya from Zambia where he met President Kenneth Kaunda. he had held discussions earlier with President Julius Nyerere in Tanzania, on the situation in southern Africa. At a news conference after his arrival, Mr. Schaufele said that both sets of talks had been very constructive and helpful. One thing that had threatened an African tour by Dr. Kissinger was a deepening division among the nationalist leaders in Rhodesia. Mr. Schaufele was asked what he thought about complaints of the planned Kissinger tour.
