    United Nations Secretary-General Kurt Waldheim arrived in Cairo on Friday (25 July) for talks with Egyptian President Anwar Sadat amid an atmosphere of increasing Middle East tension.

    Despite President Sadat's last minute decision to extend the U.N. peacekeeping force's mandate by three months, hopes for a lasting solution to the Egyptian-Israeli problem are still dim.

    President Sadat will only negotiate through another country. Israeli Prime Minister Yitzhak Rabin will only agree to direct talks between the two countries.

    President Sadat said on Friday that Egypt now had "the upper hand" and it did not matter whether "a certain step fails or succeeds" as Egypt's ":armed forces are ready."
    Mr. Waldheim said his arrival in Cairo was especially important in the light of the latest developments in the area. He said it was very important for him to know the views of the Egyptian Government, but added that he had no present plans to visit Israel.
