Background: "TOY HOA WAS BUILT IN 1967 FOR THE U.S. AIRFORCE AT A COST OF $57,000,000. THE AIRFORCE USED THE BASE AND ITS 9500' RUNWAY FOR 3 YEARS AND THEN DECIDED IT WAS NO LONGER A NECESSITY. THE S.VIETNAMESE GOVT. DECLINED TO ACCEPT THE BASE, CLAIMING IT HAD NO USE FOR SUCH A LARGE FACILITY. THROUGH SOME DELICATE MANOEUVRING TOY HOA WAS PLANED OFF ON A RATHER RELUCTANT U.S. ARMY COMMAND...."
"IN TALKING OVER TOY HOA THE ARMY PROVIDED A GRAPHIC EXAMPLE OF PROBLEMS PLAGUING THE WHOLE MILITARY ESTABLISHMENT. DECLINE MORALE AND DISCIPLINE, DRUMS, AND RACIAL DISSENTION ---"
THIS IS THE ENLISTED MEN'S CLUB IN TOY HOA. ITS BEEN CLOSED FOR OVER A WEEK NOW SINCE A BRAWL ERUPTED INSIDE BETWEEN TWO ARMY UNITS. THE FIGHT SPILLED OUTSIDE AND DURING THE ENSUING MEALEE(?) SOME ONE THREW A FRAGMENTATION GRENADE. FORTUNATELY NO ONE WAS KILLED BUT 26 MEN WERE WOUNDED. IT IS NOW OBVIOUS THAT THE FIGHT WAS RACIALLY ORIENTATED.

DURING RECREATIONAL PERIODS THE WHITE AND BACKS PLAY SPORTS IN HARMONY BUT AWAY FROM THE PLAYING FIELDS THEY TEND TO SEGREGATE THEMSELVES ---"
INTERVIEWS WITH BLACK AND WHITE MEN.

"THIS TROUBLED CLIMATE OF FRUSTRATION IS TIED DIRECTLY TO THE DRUG PROBLEM---"
A SURPRISE INSPECTION OF THE MEN'S BARRACKS FOUND SEVERAL MARIJHUANA CIGARETTES WERE FOUND.

"MOST OF THE TROOPS HERE ARE MEMBERS OF THE FIRST BATTALION 22ND INFANTRY. THEY WERE A COMBAT UNIT BUT OW FIND THEMSELVES RELEGATED TO THE REALM OF SECURITY FORCES -----"
