Background: Maltese Prime Minister, Dom Mintoff told supporters at a Valletta meeting on Sunday (27 October) that the new constitution to be presented to Parliament later this year called for the establishment of a Republic in Malta.

The meeting was held to celebrate Mr. Mintoff's 25 years as leader of the Labour Party.

The Maltese Prime Minister appeared to be heading for a confrontation with Archbishop Michael Gonzi, the 88-year-old Head of the Roman Catholic Church in Malta when he addressed the meeting.

Mr. Mintoff implied that the Roman Catholic Church would be deprived of some of its rights under the new constitution. He claimed these changes had already been approved by the Vatican, and warned the Maltese Church not to "start new fights, because they will lose."
