    Background: THE INTER-PARLIAMENTARY UNION, COMPRISING REPRESENTATIVES OF MORE THAN 50 PARLIAMENTS FROM ALL OVER THE WORLD, IS HOLDING ITS SPRING SESSION THIS YEAR IN DAKAR, SENEGAL. THE FORMAL OPENING CEREMONY OF THE SESSION WAS HELD IN DAKAR ON TUESDAY, AND WAS ATTENDED BY INTERIOR MINISTER AMADOU CISSE DIA, REPRESENTING THE SENEGALESE PRESIDENT, MR LEOPOLD SENGHOR.

    THE INTER-PARLIAMENTARY UNION HAS FIVE STUDY COMMITTEES, ALL OF THEM PRESENTLY GATHERED IN DAKAR. THE POLITICAL COMMITTEE IS EXPECTED TO DISCUSS THE MIDDLE EAST SITUATION; AND THE ECONOMIC COMMITTEE WILL DISCUSS EQUITABLE FOREIGN TRADE CONDITIONS FOR DEVELOPING COUNTRIES. OTHER STUDY GROUPS WILL DISCUSS THE ROLE OF PARLIAMENT AND THE CONSERVATION OF NATURAL RESOURCES.

    M. CISSE DIA'S SPEECH CONDEMNED OUT-DATED ECONOMIC THOUGHT, BETTER SUITED TO THE LAST CENTURY, WHICH HAS HOBBLED THE DEVELOPING COUNTRIES IN THEIR PRODUCTION AND SALES PLANNING.

    HE SAID HE COULD "NEVER SUFFICIENTLY DENOUNCE" THE ARTIFICIAL NATURE OF WORLD PRICES, FIXED AS THEY WERE BY EUROPEAN SPECULATIVE INTERESTS.

    HE SAID "BLIND LOGIC" OFTEN DICTATED REASONING BEHIND WORLD PRICE STRUCTURES.

    THE SPRING SESSION WILL END ITS SCHEDULED BUSINESS THIS MONTH, APRIL 21.
