    THE OUTSKIRTS OF PARIS HAVE RECENTLY BECOME THE SCENE OF INTENSE HOUSING ACTIVITY. MANY BIG SCHEMES ARE PROGRESSING AS A RESULT OF THE FRENCH GOVERNMENT'S "H.L.M." ("HABITATIONS A LOYERS MODERES") PROGRAMME WHICH PROVIDES LOANS FOR MEDIUM-RENT HOME CONSTRUCTION. SOME OF THESE SCHEMES ARE ORIGINAL AND STRIKING IN THEIR GEOMETRICAL FORM.

    THE DEVELOPMENT CALLED "LES COURTILLIERES" AT PANTIN COMPRISED 1,200 FLATS. THERE ARE A SERIES OF TWELVE-STOREY BLOCKS AND LONG ZIG-ZAGGING STRUCTURES WHICH, FROM THE AIR, LOOK LIKE GIANT SNAKES ASPRAWLED OVER THE EARTH.

    THE NEWLY-COMPLETED CITE DE L'ABREUVOIR AT BOBIGNY, NORTH-EAST OF PARIS, HAS 1,500 FLATS PROVIDED PARTLY IN ELEVEN-STOREY TOWER BLOCKS - SOME OF THEM CIRCULAR IN PLAN - AND PARTLY IN LOWER SERPENTINE BLOCKS ENCLOSING THEM.

    MORE FLATS ARE CURRENTLY UNDER CONSTRUCTION AT COURNEUVE, BETWEEN PARIS AND LE BOURGET. AGAIN, PREFABRICATED MATERIALS ARE BEING USED TO SIMPLIFY CONSTRUCTION DUE TO A SHORTAGE OF LABOUR.

    THE POPULATION OF GREATER PARIS - ACCORDING TO THE 1954 CENSUS - IS APPROXIMATELY 6,600,000. SINCE WORLD WAR TWO, LITTLE CAPITAL HAS BEEN AVAILABLE FOR BUILDING THERE. BETWEEN 1945 AND 1954, ONLY 89,153 FLATS WERE BUILT IN THE CAPITAL, DESPITE A BIG POPULATION INCREASE. SINCE 1953, THE GOVERNMENT HAS BEEN FORCED TO STEP UP HOME BUILDING; AND ABOUT 70,000 HOMES A YEAR ARE NOW BEING CONSTRUCTED IN THE PARIS REGION.
