    Background: Only five percent of the estimated 800,000 Buganda population registered for the voters roll when registration ended, Nov 1. The closing date has already been put back twice due to lack of registrations. In the first instance it was delayed from Oct 1 to Oct 22. It was again out back to Nov 1, following the "no secession" statement from Britain's Colonial Secretary on Buganda's position in the Protectorate elections.

    In the African Housing Estate of Nakawa outside Kampala, where registration should have been in full swing on the final day, only nine Africans came forward.

    In the past few weeks there has been a rise in the registration of Asian residents, but the total of 5 percent of the population on the voters roll is pitifully small compared to the other three provinces of Uganda, where about 75 to 80 percent of the people have registered. The Buganda Government has stated the figures show the people are behind them in their bid to secede from Uganda.
