THE VIET CONG'S CHIEF DELEGATE IN PARIS MR TRAN BUU KIEM TOLD THE TENTH SESSION OF THE PARIS PEACE TALKS THIS WAS "NOT A SERIOUS ACT, BUT A MANOEUVRE".

    BUT A SPOKESMAN FOR THE VIET CONG'S NATIONAL LIBERATION FRONT SPEAKING TO REPORTERS AFTER THE FIVE-AND-A-QUARTER-HOUR SESSION REFUSED TO SAY WHETHER THIS REPRESENTED A CATEGORICAL REFUSAL EVER TO MEET WITH SAIGON REPRESENTATIVES.

    THE SPOKESMAN, MR TRAN HOAI NAM, ALSO REFUSED TO SAY WHETHER SUCH TALKS COULD BE HELD WITHIN THE FRAMEWORK OF THE PARIS CONFERENCE.

    DURING THE MEETING BOTH THE NATIONAL LIBERATION FRONT AND NORTH VIETNAMESE DELEGATIONS BITTERLY ATTACKED SAIGON GOVERNMENT LEADERS AS "PUPPETS AND LACKEYS". BOTH DELEGATIONS CLAIMED SOUTH VIETNAM'S PRESIDENT NGUYEN VAN THIEU WAS FOLLOWING AMERICAN ORDERS WHEN HE SUGGESTED THE PRIVATE TALKS.

    BUT THE CHIEF SAIGON DELEGATE, MR PHAM DANG LAM, BLAMED THE "OBSTINATE ATTITUDE" OF THE OTHER SIDE FOR THE LACK OF PROGRESS, CLAIMING HIS GOVERNMENT HAD NOT CEASED TO PROVIDE NEW EVIDENCE OF ITS PEACEFUL INTENTIONS.

    AMERICAN NEGOTIATOR, HENRY CABOT LODGE, DEVOTED HIS PREPARED STATEMENT TO THE EXTENT OF NORTH VIETNAMESE MILITARY INVOLVEMENT IN SOUTH VIETNAM.

    HE REJECTED THE CALLS FOR UNILATERAL WITHDRAWAL OF AMERICAN TROOPS AND AGAIN CALLED FOR MOVES TOWARDS THE MUTUAL WITHDRAWAL OF ALL EXTERNAL FORCES.
