    At a time when negotiators on the Vietnam War are gathered in Paris, thousands of refugees feel that the possibility of peace has come too late. Their villages and homes destroyed, they are slowly moving back to their districts to reclaim what belongings have survived the heavy bombardment from Communist and Government troops.

    Being South Vietnamese, they are not directly represented at the secret talks between Hanoi's Le Duo Tho and President Nixon's special envoy, Mr. Henry Kissinger. Some of the refugees have never herd of the talks. But among those who have, there is a reported feeling that if peace comes in three of four weeks, it will be too late. Their villages and their lives have already been destroyed by the war.
