    BRITAIN AND THE UNITED STATES TODAY (MONDAY) CALLED FOR GREATER EFFORTS TO PREVENT THE SITUATION IN LAOS DETERIORATING. THIS WAS THE MAIN THEME AT THE OPENING SESSION IN PARIS OF THE MINISTERIAL MEETING OF THE SOUTH-EAST ASIA TREATY ORGANISATION.

    THE UNITED STATES SECRETARY OF STATE, MR. RUSK, SAID HIS COUNTRY, SUPPORTING THE GENEVA AGREEMENT TO KEEP LAOS NEUTRAL, HAD STRICTLY COMPLIED WITH ITS TERMS. "HOWEVER", HE ADDED, WE ARE NOT SATISFIED THAT THE OTHER SIDE HAS DONE SO, PARTICULARLY THE REQUIREMENT THAT ALL FOREIGN MILITARY FORCES BE WITHDRAWN.

    LORD HOME, BRITISH FOREIGN SECRETARY, EMPHASISED THAT THE EUROPEAN AND ATLANTIC MEMBERS OF SEATO WERE AS MUCH CONCERNED WITH WHAT HE CALLED AGGRESSION AND SUBVERSION IN SOUTH EAST ASIA AS THEY WERE WITH RESISTING THEM IN THE WEST.

    THESE REMARKS WERE ECHOED BY THE AUSTRALIAN MINISTER FOR EXTERNAL AFFAIRS, SIR GARFIELD BARWICK.
