    Background: TEN YEARS AGO -- ON MARCH 6TH, 1967 -- GHANA BECAME AN INDEPENDENT STATE WITHIN THE BRITISH COMMONWEALTH. THE NEW COUNTRY'S FIRST PRIME MINISTER WAS DR KWAME NKRUMAH. HE HAD BEEN GOVERNMENT LEADER, AND THEN PRIME MINISTER OF THE GOLD COAST, UNDER BRITISH RULE.

    GHANA BECAME A REPUBLIC IN JULY, 1960, AFTER A NATIONAL REFERENDUM, WITH DR NKRUMAH AS ITS FIRST PRESIDENT. THERE WERE SEVERAL ATTEMPTS ON HIS LIFE IN THE EARLY 1960s. HE TOOK INTENSIVE SECURITY MEASURES AND CLAMPED DOWN ON HIS POLITICAL OPPONENTS BY INTRODUCING NEW PENAL LAWS AND ORDERING PREVENTIVE DETENTION WITHOUT TRAIL. A NUMBER OF OPPOSITION LEADERS WERE PUT IN PRISON.

    IN 1964, PRESIDENT NKRUMAH'S PROPOSALS FOR A ONE-PARTY STATE WERE OVERWHELMINGLY APPROVED BY THE NATION. HE NOW HAD POWER TO DISMISS JUDGES OF THE SUPREME COURT AND THE HIGH COURT, AND HIS RULING CONVENTION PEOPLE'S PARTY BECAME THE ONLY LEGAL POLITICAL MOVEMENT IN GHANA.

    DURING A VISIT TO THE PEOPLE'S REPUBLIC OF CHINA IN FEBRUARY, 1966, PRESIDENT NKRUMAH WAS OPPOSED BY A MILITARY COUP AT HOME AFTER NINE YEARS OF ALMOST SUPREME POWER. THE NEW LEADER WAS LIEUTENANT-GENERAL JOSEPH ANKRAH, WHO PROMISED THE COUNTRY A NEW CONSTITUTION AND RELEASED ABOUT 2,000 POLITICAL PRISONERS IMMEDIATELY AFTER THE COUP. THE GENERAL NOW HEADS GHANA'S NATIONAL LIBERATION COUNCIL.
