    Background: INTRODUCTION: Nearly two million rickshaw pullers crowd the streets of Dacca, Bangladesh's capital, and they provide a cheap and workable means of transport. But they also cause serious congestion in the city, and so far, all attempts to solve the problem have failed.

    SYNOPSIS: Scenes like this are common in Dacca, where, literally, you can't move for rickshaws. It might look picturesque, and traditionally Eastern, but, says the government, the rickshaws create serious problems. Traffic accidents are frequent, and other means of transport are held up by thousands of the three-wheeled vehicles blocking the roads. While streets have been widened, the number of rickshaws has also increased, defeating modernisation of the city's transport system.

    The rickshaw pullers say they will fight any attempt to restrict their activities, and may even go on strike. And that, say observers, would paralyse Dacca. To reduce numbers, the government is encouraging rickshaw pullers to leave the trade - so far without much success.
