    "The French government, as it sees its role in Africa, is concerned for two reasons: first, because we always consider with concern any situation or conflict -- especially when this situation degenerates into a quasi-war. Second, because we have an interest in the preservation of the independence of Djibouti, this newly independent state, and we would hope that conflict developing now between Ethiopia and Somalia will not endanger the security, the independence and the territorial integrity of Djibouti. As regards arms sales to Somalia, Somalia has requested to us with other Western powers, to provide her with arms. We have not delivered a single weapon to Somalia so far. The demands of Somalia are under study in Paris. We have already told the Somalia government that if we give them any arms it will be only defensive arms and in small quantity. So far nothing has been agreed upon."
