    Background: INTRODUCTION: More than 15,000 employees of the Indian government, affiliated to Communist trade unions, have been calling for full union rights. During a protest march in New Delhi on Monday (4 May) they also demanded an end to the legislation which allows the government to detain a person for up to 12 months without trial.

    SYNOPSIS: The demonstration was organised after recent moves by the government to arrest unofficial strikers. Another demand from the marchers was for payment of a compulsory bonus to all government employees and for wages based on individual needs.

    There have been many demonstrations throughout India over the controversial national security ordinance. But India's Prime Minister Mrs Indira Gandhi, has called for an end to pointless agitations. She says the choice before Indians is to make a major effort and leap forward -- or go further backwards.

    But the many demonstrations show the security ordinance, inflation and communal and caste violence are causing increasing problems for her government.
