    TODAY (JULY 3) THE 59-YEAR-OLD GREENGROCER AND HIS YACHT LIVELY LADY MOVED SMARTLY UP THE ENGLISH CHANNEL. HE PLANNED TO ANCHOR OUTSIDE PORTSMOUTH HARBOUR OVERNIGHT AND SAIL IN AT NOON. ABOUT 250,000 PEOPLE ARE EXPECTED TO WELCOME ROSE HOME.

    ROSE'S 28,000-MILE VOYAGE WILL END OFFICIALLY WITH THE FIRING OF A CANNON AT THE ROYAL ALBERT YACHT CLUB HE WILL STEP ASHORE FOR THE FIRST TIME SINCE LEAVING NEW ZEALAND ON FEBRUARY 5. PORTSMOUTH'S BARS WILL STAY OPEN FOR AN EXTRA 90 MINUTES TO ALLOW AMPLE TIME TO TOAST THE LOCAL HERO.

    AN ADDITIONAL 400 POLICEMEN WILL CONTROL CROWDS THRONGING THE HARBOUR. AT SEA THE TRAFFIC PROBLEM IS EXPECTED TO ALSO BE ACUTE, AND LIVELY LADY IS SAID TO BE SURROUNDED BY A LARGE FLOTILLA OF WELL-WISHERS.
