    WITH UNITED STATES AID UNDER THE PACIFICATION PROGRAMME, MANY SECURED HAMLETS IN SOUTH VIETNAM ARE NOW SELF-SUFFICIENT IN FOOD. THE ONE IN AN GIANG PROVINCE IS A TYPICAL EXAMPLE. ON TUESDAY (JAN 23), IT WAS VISITED BY PRIME MINISTER NGUYEN VAN LOC AND PACIFICATION PROGRAMME CHIEF, MR. ROBERT W. KOMER.

    AN GIANG IS 100 MILES SOUTH OF SAIGON IN THE MEKONG DELTA WHERE MILITARY OPERATIONS ARE CONTINUOUSLY BEING HELD TO WIPE OUT THE VIETCONG MENACE IN THE AREA.

    THE HAMLET HOUSES THE HOA HAO SECT, AN AFFILIATE OF THE BUDDHIST RELIGION, FORMED TO STRENGTHEN THE FOLLOWERS' FAITH TO DEFEAT THE VIETCONG.

    THE ECONOMIC PROGRESS OF THE HAMLET, ONE OF THE SAFEST IN VIETNAM, AS IN ITS PILOT STAGE.

    BESIDES BEING PROTECTED BY GOVERNMENT TROOPS, THE SECT CLAIMS TO HAVE ITS OWN MILITARY FORCE.

    THE PACIFICATION PROGRAMME HOPES TO DO BETTER IN 1968.

    MR. KOMER, SUMMING UP PROGRESS IN 1967, SAID: "WE HAVE GONE FROM A CRAWL TO A WALK. IN THE NEXT YEAR, WE HOPE TO BE UP TO A TROT".

    HE SAID '1967 HAD BEEN ONE OF FORWARD MOVEMENT --"WE ONLY ADDED 640 HAMLETS TO THE MODERATELY SECURE LIST. ANOTHER 576 WERE ADDED TO THE LIST OF CONTESTED HAMLETS AND THE VIETCONG LOST 341 HAMLETS".

    ON POPULATION CONTROL, HE SAID 67 PER CENT OF SOUTH VIETNAM'S POPULATION NOW LIVES IN SECURE OR RELATIVELY SECURE AREA. THIS WAS AN INCREASE OF MORE THAN 1,300,000 OVER 1966. THESE FIGURES INCLUDE SOME 440,000 PEOPLE EVACUATED FROM AREAS BY AMERICAN TROOPS, REFUGEES, AND THE FLOW OF PEOPLE TO BIG CITIES SUCH AS SAIGON AND DANANG.

    THE FIGURES SHOWED THAT 16.6 PERCENT OF PEOPLE LIVE IN VIETCONG CONTROLLED HAMLETS, AND 16.5 PERCENT IN CONTESTED HAMLETS.
