    TRANSCRIPT:SEQ. 3:MR. SUMULONG: "WHAT OF THE COUNTRIES THAT HAVE FALLEN UNDER SOVIET DOMINATION AND CONTROL?"

    MR. BOLAND INTERRUPTED:

    "I WOULD ASK THE SPEAKER AT THE ROSTRUM TO BE GOOD ENOUGH TO AVOID WANDERING OUT INTO AN ARGUMENT WHICH IS CERTAIN TO PROVOKE FURTHER. INTERVENTIONS, AND WHICH IS BOUND TO BE VERY PREJUDICIAL TO THE DECORUM OF THIS DEBATE."

    MR. SUMULONG CONTINUED:

    "MY FRIENDS, MY DELEGATION WOULD BE THE FIRST TO ABIDE BY THE RULES OF THIS ASSEMBLY. BUT I THINK THAT AN EXAMPLE HAS BEEN SET. OTHER DELEGATIONS HAVE BEEN TO THIS ROSTRUM TO STATE THEIR VIEWS, MINCING NO WORDS, AND IF MY DELEGATION HAS ERRED IN THIS RESPECT WE ARE ONLY FOLLOWING THE EXAMPLES SET BY OTHERS."

    Background: DISORDERLY SCENES - THE MOST VIOLENT YET SEEN AT THE U.N. - MARKED THE OCT. 12 GENERAL ASSEMBLY SESSION, WHICH WAS FINALLY ADJOURNED BY PRESIDENT FREDERICK BOLAND, OF IRELAND, AFTER HE HAD TRIED UNSUCCESSFULLY TO CALL TO ORDER ONE OF THE SPEAKERS - RUMANIAN REPRESENTATIVE MEZINCESCU.

    EARLIER, THERE WAS A VIOLENT OUTBURST FROM SOVIET PREMIER KHRUSHCHEV FOLLOWING A CLAIM MADE BY PHILIPPINE REPRESENTATIVE SUMULONG THAT COLONIALISM EXIST IN EASTERN EUROPEAN COUNTRIES UNDER SOVIET DOMINATION. DURING HIS SPEECH (SOF), WHICH WAS INTERRUPTED BY AN APPEAL FROM MR. BOLAND, MR. SUMULONG SAID:
    HIS SPEECH PROVOKED ENERGETIC SIGNS OF DISAPPROVAL FROM MR. KHRUSHCHEV, WHO POUNDED ON HIS DESK WITH BOTH FISTS, AND FLUNG ASIDE HIS EARPHONES. MR. KHRUSHCHEV'S ANGRY DEMONSTRATION GREW VIOLENT AS MR. BOLAND - ANSWERING A POINT OF ORDER RAISED BY RUMANIA - RULED THAT MR. SUMULONG COULD CONTINUE AFTER REFERRING TO COLONIALISM IN EASTERN EUROPE.

    AT ONE POINT MR. KHRUSHCHEV TOOK HIS SHOE OFF. HE SEEMED ABOUT TO POUND THE DESK WITH IT, BUT AFTER SHAKING IT THREATENINGLY AT MR. BOLAND, PUT IT BACK ON AGAIN.

    AFTER A FURTHER REFERENCE TO EASTERN EUROPE FROM MR. SUMULONG, UPROAR BROKE OUT, AND MR. BOLAND ADMONISHED BOTH THE PHILIPPINES REPRESENTATIVE AND THOSE OF COMMUNIST COUNTRIES.

    AT THE ROSTRUM, MR. KHRUSHCHEV SAID MR. BOLAND TOOK AN UNEQUAL ATTITUDE TOWARDS DELEGATES, AND REFERRED TO MR. SUMULONG AS A STOOGE OF AMERICAN IMPERIALISM. MR. SUMULONG'S REMARKS, HE SAID, REFERRED TO QUESTIONS WHICH WERE OBVIOUSLY NOT PROCEDURAL ONES - BUT THE DEBATE, AIMED TO DISCUSS A PROCEDURAL QUESTION, HAD ALREADY WANDERED FAR FROM ITS INTENDED THEME FOLLOWING WILD ACCUSATIONS BY MR. KHRUSHCHEV HIMSELF AGAINST "COLONIAL POWERS."
