The only goal came when a wide-shot by Chelsea forward John Hollins bounced off a Spurs defender into the net in the 25th minute.
Spurs defence looked shaky early in the game and by a combination of errors Spurs let Chelsea get a grip on the game.
In the second half, Spurs moved onto the attack but could not break through the compact Chelsea defence.
A crowd of 45,000 watched the match.
