    CARTER: There's no doubt about the fact that Cuba has been involved in the training of Katangan people who did invade. We have full proof of this fact.



    IN SPANISH:...and I say this is absolutely a lie. We have not supplied any weapons, we have not supplied any supplies, we have not transported a single Katangan, and there is not a single Cuban that accompanied the Katangans to the border.



    CARTER: The fact is Castro could have done much more, had he genuinely wanted to stop the invasion. He could have interceded with the Katangans themselves, he could certainly have imposed Cuban troops near the border, because they are spread throughout Angola, to impede the invasion.



    TRANSLATOR: We do not rule Angola, Angola is ruled by the MPLA and President Nato. We have no right to use our own troops in Angola.



    CARTER: He could have notified the Organization of African Unity. He could have notified the world at large that an invasion designed to cross and to disturb an international border was in prospect and he did not do any of these things.



    TRANSLATOR: Why are we being asked to be universal advisers? To be the gendarmes of the world? We are not Gendarmes.



    CARTER: At the present time, Mr. Castro has still not condemned the invasion of Zaire by the Katangan rebels.



    TRANSLATOR: We have no obligation of any kind to interfere in these questions politically condemn whoever it is who will play the game of interventionism.



    CARTER: If I were to look backward I would like very much for Mr. Castro to pledge himself and for the Nato government in Angola to pledge themselves to prevent any further crossing of the Angola border which would permit future invasions of Zaire.



    TRANSLATOR OF CASTRO: We cannot pledge anything, we cannot. The most we can do, if we have any information in this sense is to (indistinct) the Angolan government, that is, give our opinion, but we cannot pledge anything on our own.



    VALERIANI: And Castro charged the United States was again helping the Angolan rebels.



    TRANSLATOR: We know from very truthful sources, that the CIA recently has established contact with UNITA, and promised UNITA support from the US government.



    In part of the interview. Dr. Castro said President Carter was not to blame for lies by the U.S. government about Cuba. He said the President had been deceived by his national security adviser Zbigniew Brzezinski.

    Background: President Carter held a news conference on Wednesday (June 14) that Cuba was involved in the invasion of Zaire. On short notice Cuba's Premier, Fidel Castro called reporters down to Havana for a press conference on Friday (June 16) where he adamantly denied Carter's charges, and countered that the CIA was involved in Angola. Castro's decision to call the three major U.S. networks to Havana is seen as an attempt to improve relations with the United States, in a time when he considers that the government with the most favourable attitude to Cuba in years, is now in office.
