    WEST GERMAN CHANCELLOR WILLY BRANDT SAID ON MONDAY (6 APRIL) HE FEARED THE KIDNAPPING OF DIPLOMATS WOULD SPREAD LIKE AIRLINER HIJACKINGS. HE WAS ADDRESSING ABOUT 2,000 LUFTWAFFE MEN WHO ARE UNDERGOING ROCKET TRAINING AT THE FORT BLISS AIR DEFENCE CENTRE NEAR EL PASO, TEXAS. HE WAS SPEAKING ABOUT THE MURDER OF WEST GERMANY'S AMBASSADOR TO GUATEMALA, COUNT KARL VON SPRETI.

    THE CHANCELLOR, WHO CANCELLED AN UNSCHEDULED TRIP ACROSS THE MEXICAN BORDER IN THE WAKE OF THE MURDER ADDRESSED THE LUFTWAFFE PERSONNEL, AND VISITED THE MISSILE SITES IN WHICH THE MEN WERE TRAINING.     "FURTHER STEPS", HE TOLD THE MEN, "MUST BE THOUGHT OUT VERY CAREFULLY. IT IS A FACT THAT TERRORISM EXISTS THERE AND THAT THE GUATEMALAN GOVERNMENT IS UNABLE TO PROTECT DIPLOMATS".

    THE CHANCELLOR ALSO READ A MESSAGE FROM PRESIDENT NIXON TO THE AIRMEN. THE WEST GERMAN CHANCELLOR FLEW TO WASHINGTON ON TUESDAY (7 APRIL) AND WILL BEGIN TALKS WITH PRESIDENT NIXON ON FRIDAY.
