    NEW LEGISLATION GIVING THE SOUTH AFRICAN GOVERNMENT SWEEPING NEW POWERS OF CONTROL YESTERDAY (THURSDAY) LED TO DEMONSTRATIONS BY WOMEN OF THE "BLACK SASH" MOVEMENT.THEY PARADED THE STREETS OF JOHANNESBURG CARRYING BANNERS CRITICISING THE MINISTER OF JUSTICE, MR VORSTER, AND HIS GENERAL LAW AMENDMENT BILL, NOW BEFORE PARLIAMENT.THE BILL FOLLOWS A BIG POLICE DRIVE AGAINST THE UNDERGROUND POQO MOVEMENT, SUCCESSOR TO THE BANNED PAN AFRICAN CONGRESS.

    ANNOUNCING THE MEASURES THIS WEEK, MR VORSTER SAID THEY CALLED FOR "EXTRAORDINARY POWERS, SUFFICIENT TO AVERT A CRISIS." IF PASSED BY PARLIAMENT, THE BILL WILL ENABLE COURTS TO IMPOSE THE DEATH PENALTY ON ANYONE CONVICTED OF BEING TRAINED IN SABOTAGE OUTSIDE THE COUNTRY, OR ANYONE WHO SINCE 1950 HAS ADVOCATED INVADING SOUTH AFRICA.

    OTHER CLAUSES WILL LET POLICE DETAIN SUSPECTS FOR RECURRING PERIODS OF 90 DAYS WITHOUT TRIAL, WITHOUT COURTS BEING ABLE TO INTERVENE, OR THE DETAINED PERSON COMMUNICATING WITH ANYONE WITHOUT POLICE PERMISSION.POLITICAL LEADERS NOW SERVING GAOL SENTENCES COULD, ON RELEASE, BE DETAINED INDEFINITELY.ASKED HOW LONG THIS COULD MEAN, THE JUSTICE MINISTER REPLIED: "IF NEED BE, THIS SIDE OF ETERNITY".
