    A STRONG WARNING FOR BRITAIN....IT CAME YESTERDAY (MONDAY) FROM LEOPOLDVILLE, CAPITAL OF THE CONGO REPUBLIC, WHERE THE PAN-AFRICAN FREEDOM MOVEMENT FOR EASTERN, CENTRAL AND SOUTHERN AFRICA ENDED ITS THREE DAY CONFERENCE.

    DELEGATES INCLUDED MR. JOMO KENYATTA OF KENYA, AND THE CONGOLESE PRESIDENT, KASAVUBU, AND PRIME MINISTER, ADOULA. THEY HEARD MR. KENNETH KAUNDA, THE NORTHERN RHODESIAN NATIONALIST LEADER, SAY THAT NORTHERN RHODESIA "MAY NOT REMAIN INSIDE THE COMMONWEALTH" IF BRITAIN DID NOT CHANGE HER KATANGA POLICY. HE SAID BRITAIN WOULD FACE SANCTIONS FROM MEMBERS OF THE PAN-AFRICAN FREEDOM MOVEMENT IF SHE CONTINUED HER POLICY OF "DIVINE AND RULE."
    THE CONFERENCE, OF WHICH MR. KAUNDA WAS PRESIDENT, BEGAN ON THE DAY THAT UNITED NATIONS FORCES WENT INTO ACTION AGAINST PRESIDENT TSHOMBE'S KATANGA ARMY, AND MOST OF ITS DISCUSSIONS WERE ON THE KATANGA PROBLEM.

    BRITAIN WAS AGAIN CRITICISED YESTERDAY WHEN THE CONFERENCE PASSED A RESOLUTION AGAINST BELGIUM, FRANCE, PORTUGAL AND BRITAIN TO END THEIR "DISRUPTIVE TACTICS" IN THE CONGO. ANOTHER RESOLUTION CALLLED ON MEMBERS TO EXPEL ALL PORTUGUESE NATIONALS FROM THEIR TERRITORIES AND TO WITHDRAW THEIR OWN NATIONALS FROM THE SOUTH AFRICAN LABOUR FORCE.
