    Premier Alexel Kosygin of the Soviet Union was the only major world leader present when the General Assembly Emergency session on the middle east crises opened Saturday morning (17 June in New york City.

    The Soviet Premier was the center of attention for millions of New Yorkers and a security force of thousands of police and federal law enforcement officers since his pro-dawn arrival in New York.

    The session lasted only 41 minutes and Premier Kosygin did not visits on Secretary General U Thant and Assembly President Abdul Rahman Razhwak of Afghanistan after arriving at the UN headquarters about 9:20 AM.

    The Assembly was called into session at 10:11 AM.

    The opening session was marked by an exchange between U.S. Ambassador Arthur Goldberg and Ambassador Muhammad H. E. Farra of Jordan over what the Assembly was summoned to discuss.

    Goldberg took the floor after the usual opening minute for silent prayer or meditation, and opening remarks by President Razhwak, to argue briefly on the agenda for the emergency session.

    The worksheet for the meeting, as sent out by U Thant, included two separate items: adoption of the agenda, whose contents were not specified; Soviet Foreign Minister Andrei Gromyko's letter requesting the emergency session.

    Ambassador Goldberg argued that the assembly should not confine itself to limiting debate but should include the entire Palestine question. He said "The only legitimate conceivable purpose for this session is to search for reasonable, ??? and peaceful solutions to the situation in the near east. The ??? State will devote its own participation solely to that purpose."
    Ambassador Muhammad H. El-Farra of Jordan answered Mr. Goldberg's comments saying "It is not true to say that everything is now before the Assembly is the immediate withdrawal of the forces which invaded our territory."
    The important session of the General Assembly begins Monday morning (19 June).
