    SPEECH (TRANSCRIPT) TO END Foreign Minister General Kamal Hassan Ali: "We have a very good and friendly talks concerning the mobilisation negotiations which are taking place this day, successfully I should say and we reviewed some of the peace process concerning the negotiations for the full autonomy for the West Bank and Gaza Strip and we thought that it would be fruitful that a ministerial level meeting, a limited one, should take place in the first days of the next month."
    BEGIN:"Then we will withdraw the military government from Judea Samaria and the Gaza district and we should also carry out a withdrawal as it is written in the Camp David agreement of our military forces, whereas the remaining forces as it is written in the Camp David agreement will be deployed into specified security locations. That is a quotation from the Camp David agreement."

    Background: INTRODUCTION: A new of Egyptian/Israeli talks opened in Jerusalem on Monday (26 October). An Egyptian delegation, led by Foreign Minister General Kamal Hassan Ali met with Prime Minister Menachem Begin and other top Israeli officials. The main topic of the meeting was the setting up of an Administrative Council to exercise Palestinian autonomy. Both sides later described the talks as successful.

    SYNOPSIS: Foreign Minister Ali was met by Israeli Defence Minister Ariel Sharon. General Ali is the first Egyptian minister to visit Israel since the assassination of President Sadat.

    He said on arrival that his mission was in answer to those who believed the peace process died with Anwar Sadat. As both countries strive to see the continuation of the Camp David peace accords, this meeting dealt with the sensitive issues of the West Bank and Gaza Strip.

    In previous talks, Prime Minister Begin had taken a hardline view on military withdrawal from these areas -- demanding Israeli troops must be free to patrol the West Bank, deemed necessary for security.

    Also discussed was a seven point tourist agreement. The Israelis regard Egypt's attitude on tourism as a test of intentions towards the peace process. Later both Prime Minister Begin and Foreign Minister Ali commented on their talks.
