    THE COMMON MARKET'S COUNCIL OF MINISTERS YESTERDAY (TUESDAY) BEGAN A TWO-DAY SESSION MAINLY AIMED AT COMPLETING THE COMMUNITY'S AGRICULTURAL OFFERS FOR THE KENNEDY ROUND OF TARIFF-CUTTING NEGOTIATIONS IN GENEVA. THE MEETING, IN THE PALAIS DES CONGRESS, BRUSSELS, IS UNDER THE CHAIRMANSHIP OF THE DUTCH FOREIGN MINISTER, MR. JOSEPH LUNS.

    THE KENNEDY ROUND IS A PLANNED PROCESS OF WORLD-WIDE TARIFF CUTS STEMMING FROM THE LATE PRESIDENT JOHN F. KENNEDY'S TRADE EXPANSION ACT AND INVOLVES THE "SIX" AND THE UNITED STATES. THE "SIX" ARE UNDER STRONG PRESSURE TO MAKE JOINT POLICY DECISIONS ON SUGAR, TOBACCO, FRUIT, VEGETABLES, FISHERY PRODUCTS AND VEGETABLE OILS, FOR WHICH THEY HAVE NOT YET TABLED PROPOSALS AT GENEVA. THE U.S. DELEGATION AT GENEVA HAVE MADE IT CLEAR THAT UNLESS THE COMMON MARKET'S OFFERS ARE CONSIDERABLY IMPROVED, THE U.S. WILL SCALE DOWN SOME OF ITS ORIGINAL OFFERS FOR TARIFF REDUCTIONS.

    OTHER ITEMS ON THE BRUSSELS AGENDA ARE THE QUESTION OF AUSTRIA'S POSSIBLE ASSOCIATION WITH THE COMMON MARKET AND THE QUESTION OF THE COMMON MARKET'S FUTURE RELATIONS WITH SPAIN AND ISRAEL.
