    MOST EUROPEAN-OWNED SHOPS AND BUSINESSES IN ELISABETHVILLE REMAINED CLOSED IN PROTEST AGAINST THE INCIDENT, AND THE ATMOSPHERE WAS SAID TO BE EXTREMELY TENSE.

    A MEMBER OF THE CHAMBER OF COMMERCE CLAIMED THE CONGOLESE RESIDENT MINISTER, MR ILEO, HAD THREATENED TO TAKE ACTION AGAINST ANY BUSINESSMAN WHO DID NOT OPEN HIS ESTABLISHMENT BY WEDNESDAY.HE SAID THAT MR ILEO HAD ALSO WARNED BUSINESSMEN NOT TO DISPLAY NOTICES SAYING "CLOSED IN MOURNING."
    UNITED NATIONS OFFICIALS SAID THAT DURING MONDAY NIGHT CENTRAL CONGO TROOPS SET UP AN "UNOFFICIAL" ROADBLOCK NEAR CAMP MASSART, WHICH WAS CLEARED BY U.N.OFFICERS.A U.N.OFFICIAL SAID THAT THE CENTRAL CONGO TROOPS APPEARED TO BE AFRAID OF REPRISALS BY THE LOCAL POPULATION.

    MR.ILEO ISSUED A STATEMENT IN THE LOCAL PRESS DEEPLY REGRETTING YESTERDAY'S INCIDENT AND ASSURING CIVILIANS THAT THE CULPRIT WOULD BE TAKEN TO LEOPOLDVILLE TO BE TRIED AND PUNISHED BY THE MILITARY AUTHORITIES.
