    There were no major surprises in the new Kenya Cabinet announced by President Kenyatta yesterday. All sixteen of the Minister who retained their seats in the recent general elections remain in the Cabinet, though many of the posts have been re-shuffled, and there are five newcomers, four of them in the places of the Ministers who lost their seats, and one in the newly-created post of Minister for Water Development. The Ministers who retain their old portfolios are Mr. arap Moi, Vice President and Minister for Home Affairs: Mr. Gichuru, Minister for Defence, Mr. Koinange, Minister of State in the President's Office, Mr. Kibaki, Minister for Finance and Planning, Mr. Nyagh, Minister for Agriculture, Mr. Angaine, Minister for Lands and Settlement, Mr. Njonjo, Attorney-General, Dr. Kiano, Minister for Commerce and Industry. The re-shuffled Ministers are Mr. Osogo, who becomes Minister for Health, Mr. Ngei who becomes Minister for Local Government, Mr. Nyamweya, who becomes Minister for Labour, Mr. Omolo-Okero, who becomes Minister for Power and Communications, Mr. Matano, who becomes Minister for Co-operative Development, Mr. Muliro who becomes Minister for Works, Mr. Onyonka who becomes Minister for Education, and Mr. arap Towett who becomes Minister for housing and Social Services. The five newcomers are Dr. Munyo Waiyaki who is the new Minister for Foreign Affairs, Mr. D. M. Mutinda who is the new Minister for Information and Broadcasting. Mr. Eliud Mwamunga who is the new Minister in the newly-created Ministry for Water Development, Mr. Matthew Ogutu who becomes Minister for Tourism and Wildlife, and Mr. S.S. Oloitiptip who is the new Minister for Natural Resources.

    The only real surprises came in the list of Assistant Ministers, where several Members who held these posts in the former Ra Government have now look their positions. Among these were Mr. Charles Rubia, who was Assistant Minister for Education, Mr. J.M. Kariuki who was Assistant Minister for Tourism and Wildlife, and Mr. Martin Shikuku who was Assistant Minister for Home Aff???. All three of these are highly articulate politicians who are often ???aly outspoken, and who have on occasion taken an openly anti-Government line. This is, of course, to be expected in a Parliament like Kenya's which is drawn from one Party and where opposition is within the Party is not only permissible but encouraged. Still, it may have been felt that Mr. Rubia, Mr. Kariuki and Mr. Shikuku have shown themselves a little too enthusiastic in their criticism of Government policy and perhaps even a little too openly ambitious. At any rate, their criticisms will come, in the future, from the back benches.

    President Kenyatta announced the names of twelve national members of Parliament, nominated by himself, at the same time as he gave the names of the new Cabinet and the Assistant Ministers. One interesting new National Member is For Walter Odede, a veteral politician who was deeply involved in the fight for freedom, and who was once Chairmen of the Kenya African Union, the party which was the predecessor of the ruling KANU party. Mr. Odede was the also the father-in-law of the late Tom Mboya.

    Finally, the new Parliament, which will have its official opening next Tuesday, will contain no less than six for President Kenyatta has nominated two ladies to take their places as National members alongside the four who were returned in the general elections. One of these, Dr. Julia Ojiambo who is the elected member for Busia Central, has also been named Assistant Minister for Housing and Social Services, and she takes her place in history as Kenya's first-ever woman Assistant Minister.
