    TRANSCRIPT: DUCLOS: "THE CENTRAL COMMITTEE OF THE FRENCH COMMUNIST PARTY THANKS THE 4,800,000 VOTERS WHO, SWEEPING PESSIMISTIC OR PREJUDICED FORECASTS ASIDE, GAVE IT THEIR SUPPORT. THIS RESULT, OBTAINED IN SUCH A DIRECTLY POLITICAL ELECTION, DESPITE THE OFFENSIVE OF THE RIGHT, DESPITE THE CANDIDATES OF DIVISION AND DIVERSION, DEMONSTRATES THAT THE FRENCH COMMUNIST PARTY IS THE ESSENTIAL FORCE OF DEMOCRATIC OPPOSITION, SOCIALIST PARTY. THE PERSONALITY AND QUALITIES OF THE CANDIDATE HAVE PLAYED AN IMPORTANT PART, AND THE CENTRAL COMMITTEE PAYS TRIBUTE TO JACQUES DUCLOS FOR HIS REMARKABLE CAMPAIGN WHICH DOES HONOUR TO THE FRENCH COMMUNIST PARTY. THE CENTRAL COMMITTEE WARMLY SALUTES THE ACTIVITY OF THE COMMUNISTS, OF ALL MEMBERS OF SUPPORTING COMMITTEES, OF ALL THOSE WHO HAVE HELPED JACQUES DUCLOS' CANDIDATURE IN INNUMERABLE WAYS. SINCE THE GAULLIST LAW FORBIDS JACQUES DUCLOS FROM GOING FORWARD, THE LEFT IS BARRED FROM THE NEXT BALLOT, LEAVING ONLY THE TWO REACTIONARY CANDIDATES, POMPIDOU AND POHER. CHANGE IS IMPOSSIBLE UNDER THEM. IT IS THE DIVISION OF THE LEFT, FOR WHICH THE SOCIALIST PARTY IS RESPONSIBLE, WHICH HAS LED TO THIS SITUATION AND HAS PREVENTED JACQUES DUCLOS, DESPITE A LARGE BODY OF SUPPORT, FROM GAINING SECOND PLACE. IN THESE CONDITIONS, THE FRENCH COMMUNIST PARTY CALLS ON ITS SUPPORTERS, THE DEMOCRATS, NOT TO VOTE FOR EITHER OF THESE CANDIDATES, TO REFUSE TO TAKE PART IN THIS ELECTION BY ABSTAINING ON 15 JUNE."

    M. POMPIDOU GAINED OVER 44 PER CENT OF THE VOTING IN SUNDAY'S FIRST ROUND. INTERIM PRESIDENT ALAIN POHER WON JUST OVER 23 PER CENT, AND HIS CHANCES OF WINNING DEPEND UPON ATTRACTING LARGE NUMBERS OF THE 21 PER CENT WHO VOTED FOR THE COMMUNIST CANDIDATE JACQUES DUCLOS.

    BUT AFTER TONIGHT'S MEETING, M. DUCLOS READ THE ANNOUNCEMENT WHICH, IF FOLLOWED, SEEMS LIKELY TO LOSE HIM THE ELECTION.
