    Viet Cong leader madame Nguyen Thi Binh arrived in India on Saturday (July 18) for a nine day visit at the invitation of the Government.

    Mrs. Thi Binh, who is foreign Minister in the Provisional Revolutionary Government (PRG) of South Vietnam and chief Viet Cong peace negotiator in Paris, was greeted on her arrival at Palam Airport by Deputy External Affairs Minister Surendrapal Singh.

    She was also given a big welcome by Indian Leftwingers and Communist Diplomats.

    Mrs. Thi Binh's visit has, however, sparked off opposition from rightwing groups who have charged the Government with violating what they call "India's national interest and international reputation" by inviting her.

    The Delhi High Court had dismissed two petition filled by private citizens seeking to bar her entry into the country.

    Before Madame Binh's arrival it was anticipated that she would seek India's recognition of her Provisional Revolutionary Government. This she did indirectly at a luncheon given in her honour by a Delhi Citizens Reception Committee, composed of Leftist leaders.

    She told the gathering that the Prg aspires to further strengthening of friendly relations between the two countries.

    "I hope that is what you also aspire to", she said, adding: "Seen from another angle it is the PRG's desire to have more formal reactions with India".

    The Indian Government has not indicated that it wants any institutional arrangement with the PRG, and maintains that its stand in Indo-China, where it is Chairman of the three control commissions, is neutral.

    But the former External Affairs Minister, Mr. Denesh Singh, said in Parliament last year that it would be in India's interest to have close contacts with the PRG.

    Mrs. Thi Binh is expected to have talks with Prime Minister Indira Gandhi during her stay.
