    North Vietnamese and Viet Cong leaders gave a reception in Paris yesterday. 29 January, and announced that they had proposed Paris as the site for an International Conference to guarantee the implementation of the ceasefire.

    Meanwhile, a joint declaration of the Vietnam Workers Party and the North Vietnamese Government called on all combatants to observe the terms of the agreement to the full.

    SYNOPSIS: At a reception in Paris, the North Vietnamese bring out the flags to celebrate the Peace Agreement.

    The principal North Vietnamese and Viet Cong negotiators met newsmen at the reception and told them they had proposed Paris as the site of the International Conference which is intended to guarantee observance of the ceasefire. This co-incided with instructions to their own people calling on them to observe the terms of the agreement. The instructions were included in a declaration claiming victory over American aggression and expressing determination to achieve Vietnam's reunification by peaceful means.

    If the International Conference convenes in Paris, representatives of 12 nations will meet one another around the table. Among them will be Russia, France, The People's Republic of China and the United Kingdom.
