    THE FOUR AMERICANS SEIZED BY REBELLIOUS TIN MINERS IN BOLIVIA ON TUESDAY, ARE STILL HELD CAPTIVE AT THE MINE, IN CATAVI, 175 MILES SOUTH OF THE BOLIVIAN CAPITAL, LA PAZ. THEY ARE BEING HELD AS HOSTAGES - ALONG WITH 15 BOLIVIANS - FOR THREE MINERS' UNION LEADERS, IMPRISONED BY THE GOVERNMENT ON A VARIETY OF CHARGES.

    THE BOLIVIAN GOVERNMENT HAS REJECTED A DEAL FOR THE RELEASE OF THE AMERICANS, MADE BY VICE-PRESIDENT JUAN LECHIN, WHO OFFERED TO RESIGN IF THE UNION LEADERS WERE RELEASED. FOR THEIR PART, THE THREE IMPRISONED UNION LEADERS HAVE ASKED THAT THE 19 HOSTAGES SHOULD BE FREED, BUT THEIR REQUEST HAS BEEN REJECTED BY THE MINERS.

    BESIDES OUR CAMERAMAN, A BOLIVIAN RED CROSS TEAM WHICH HAS VISITED THE CAPTIVES, REPORTS THEY ARE IN GOOD HEALTH. THE CAPTIVES ARE BERNARD RIFKIN, AN ADVISER TO THE U.S. TRADE MISSION IN BOLIVIA, THOMAS MARTIN AND MICHAEL KRISTULA, TWO INFORMATION OFFICERS, AND ROBERT FURGUSON, A PEACE CORPS MEMBER.
