    Background: Thousands of farmers blocked roads and motorways throughout Belgium on Monday (2 September) in a mass protest against the cut in their living standards this year.

    Tractors poured into the Belgian capital -- and the headquarters of the European Economic Community (E.E.C.) -- as the community's nine Farm Ministers prepared for an emergency session to discuss the agricultural crisis.

    Most of the vehicles were covered with banners protesting against rising costs and falling prices. Motorway traffic was brought to a crawl behind the slow parade of protesters.

    The farmers' spirits were not brightened by an announcement from the emergency Ministers' meeting. Common Market Farm Commissioner Pierre Lardinois warned at a news conference that farmers would have to cut back on a wide range of food production this winter in an effort to overcome the crisis.
