Background: A Nazi war criminal, known as the "butcher of Lyons", has been detained in the Bolivian capital, La Paz. Kalus Altmann was arrested on January 25 for failing to pay a 10,000 dollar debt to the state mining company, Comibol. Altmann is a convicted war criminal, both France and West Germany have applied for his extradition over the sending of hundreds of people to their deaths when he was Gestapo chief in the occupied French city of Lyons during World War Two.
Altmann was held in La Paz jail in March 1973 during an application for extradition by France after he had admitted being the former Gestapo officer, Klaus Barbie. That extradition plea was rejected by the Bolivian government, because there was no reciprocal treaty with France. There is still no extradition agreement, but the French justice ministry hoped the new civilian Bolivian government, which came to power in November 1982 after 18 years of almost continuous military rule, would act more favourably to its request. Altmann, like many other fugitive Nazis, fled to South America in 1945, where he has lived openly ever since, despite being sentenced to death in absentia by France for his part in the Lyon's death. On January 30, Nazis hunter Simon Wiesenthal said he had located another war criminal, Doctor, Josef Mengele. He is wanted for his part in the murder of 400,000 Jews, and for conducting unethical medical experiments at the Auschwitz concentration camp. Mengele is reported by Reuters to have lived in the Buenos Aires suburb of Olivas for two years from 1957, and then in another part of the Argentine capital until his disappearance in October 1960. Mr. Wiesenthal sid he had located Mengele in a small village on the border between Bolivia and Paraguay, but would not give exact location.
