TRANSCRIPT SEQ 2: BASHIR GEMAYEL: "We are very much concerned by the fact that if the Cairo agreement is not enforced, if what we call the Palestinian resistance and guerrillas will not obey the law and the regulations of the Lebanese government, then we are very much afraid to see again a new round of fights, because as far as we are concerned, as Lebanese, we will never agree to see our country, to see our villages, to see our wives, to see our everything belonging to us, under the hands of the Palestinians. And if the Cairo agreement is not going to be respected, then we have to defend ourselves.

ADDITIONAL INFORMATION: Pierre Gemayel said on Monday (18 April) he thought that the Arab countries did not want the effective application of the Cairo agreement, with the exception of Syria. He said he believed that the Arabs did not want to get involved because they were afraid that the Palestinian guerrillas would them leave Lebanon to return to other Arab countries.

The exact clauses of the Cairo agreement have never been made public, but according to Lebanese sources quoted by Reuters they set out to restrict the presence of armed guerrillas to recognised refugee camps only.
