    ALL TRANSPORT IN BEIRUT, CAPITAL OF THE LEBANON, CAME TO A HALT TODAY (MONDAY) AS 45,000 UNIONISTS STAGED A 24 HOUR STRIKE TO PROTEST AT THE DELAY IN FORMING A NEW CABINET IN THE 55 DAY POLITICAL CRISIS IN THE COUNTRY.

    BEIRUT WAS AT A STANDSTILL TODAY AS WORK ON SHIPS IN THE HARBOUR CEASED, TRUCKS WERE PARKED AND DESERTED IN THE WHARF AREAS, BUSES STOOD IN SILENT RANKS IN THE DESERTED BUS TERMINALS AND EVEN ELECTRICITY WAS SWITCHED OFF FOR AN HOUR AT NOON.

    THE POLITICAL CRISIS, INVOLVING A BITTER DISPUTE BETWEEN PRESIDENT HELOU AND THE SOCIALIST PARTY LEADER KAHAL JUNBLATT, WAS PRECIPITATED BY THE ACTIONS OF ARAB GUERRILLAS OPERATING FROM LEBANON. PRESIDENT HELOU HAS VOWED TO EXPEL THE COMMANDOS FROM THE COUNTRY. THE PREMIER-DESIGNATE, RASHID KARAMI, HAS SO FAR BEEN UNABLE TO RALLY ENOUGH SUPPORT TO FORM A CABINET. HE REJECTS THE USE OF FORCE AGAINST THE GUERRILLAS. MEANTIME, THE ECONOMY IS SUFFERING FROM THE POLITICAL STALEMATE.

    TODAY'S STRIKERS CAME FROM 19 UNIONS, BUT IS FAR FROM UNANIMOUS. HOWEVER IT WAS A SPECTACULAR DEMONSTRATION OF TRADE UNION DISSATISFACTION WITH POLITICS AND POLITICIANS.
