HIS APPOINTMENT WAS ANNOUNCED AT A MEETING HELD IN THE NEW DELHI HOME OF CONGRESS PARTY PRESIDENT SIDDAVAHALLI NIJALINGAPPA--AT WHICH MR. MORARJI DESAI WAS ELECTED PARTY CHAIRMAN. MEANWHILE, A LARGE DEMONSTRATION GATHERED OUTSIDE PRIME MINISTER INDIRA GANDHI'S HOME, PROTESTING AGAINST THE "HUMILIATION" OF INDIA AT THE RECENT ISLAMIC CONFERENCE IN RABAT.

    AFTER THE MEETING AT HIS HOME, MR. NIJALINGAPPA ANNOUNCED THE NEW LEADERSHIP APPOINTMENTS:
    MRS. GANDHI LAST WEEK SURVIVED ONE CRISIS WHEN THE OLD GUARD OPPOSITION HEADED BY MR. AS SOME 60,000 SUPPORTERS OF THE RIGHTWING JANA SANGH PARTY GATHERED OUTSIDE HER RESIDENCE, THEY WERE ADDRESSED BY ONE OF THEIR LEADERS:
    TODAY (TUESDAY), MRS. GANDHI ONCE AGAIN ASSERTED HER LEADERSHIP--AS PARLIAMENT MET AND VOTED ON THE CENSURE MOVE, SHE OBTAINED THE MAJORITY SHE NEEDED AND CRUSHED HER OPPONENTS BY 306 TO 140. A FURTHER TEST OF STRENGTH LOOMS NEXT WEEK, WHEN THE CONGRESS PARTY MEETS AT THE REQUEST OF MRS. GANDHI TO ELECT A NEW PRESIDENT TO REPLACE MR. NIJALINGAPPA--IF SHE EMERGES VICTORIOUS ONCE AGAIN, MRS. GANDHI WILL HAVE GAINED COMPLETE CONTROL OF THE PARTY MACHINE.
