    United States Secretary of State Dr. Henry Kissinger arrived in Israel on Monday morning (22 October) after two days of talks in Moscow with Soviet leaders. His plane touched down at Lod Airport some hours after the Israeli Cabinet announced its unanimous decision to accept a United Nations call for a Middle East ceasefire, provided the Arabs also agreed.

    Observers said the Israelis had been in close touch with the United States Administration while Dr. Kissinger was in Moscow negotiating the cassation of hostilities. The white House said he was flying to Israel in an effort to hasten implementation of the ceasefire resolution. The Israeli Government made it clear that the ceasefire was conditional upon a complete exchange of prisoners of war, and that its acceptance would be within the framework of Israel's interpretation of Security council Resolution 242 on a Middle East settlement.

    Dr. Kissinger was met at the airport by Israeli Foreign Minister Abba Eban and left immediately for talks with Prime Minister Golda Meir. He spent only four hours in Israel, before flying on to London for further talks with British leaders.

    SYNOPSIS: A rare direct flight between the Soviet Union and Israel on Monday morning brought United States Secretary of State Henry Kissinger in to Lod Airport outside Tel Aviv. Waiting to welcome him was Israeli Foreign Minister Abba Eban.

    The secretary had just concluded two days of Middle East talks in Moscow with Soviet leaders, which resulted in a United Nations Security Council resolution calling for a ceasefire. Only a few hours before his plane touched down, the Israeli Cabinet announced its unanimous acceptance of the ceasefire, which would take effect later that day.

    Observers said Israel had been in close touch with Washington during the Moscow talks. Dr. Kissinger went to Tel Aviv at the request of President Nixon, the White House said, to hasten full implementation of the Security Council ceasefire resolution. From the airport, Dr. Kissinger and Mr. Eban went directly to a meeting with Prime Minister Golda Meir.
