    TRANSCRIPT : U THANT: "PRIOR TO RECEIVING THE UAR REQUEST FOR WITHDRAWAL AND PRIOR TO GIVING MY REPLY TO IT I HAD RAISED WITH THE PERMANENT REPRESENTATIVE OF ISRAEL TO THE UNITED NATIONS THE POSSIBILITY OF STATIONING ELEMENTS OF THE UNITED NATIONS EMERGENCY FORCE ON THE ISRAEL SIDE OF THE LINE. I WAS TOLD THAT THE IDEA WAS COMPLETELY UNACCEPTABLE TO ISRAEL. MOREOVER, FOR ALL OF THOSE TEN YEARS ISRAEL TROOPS REGULARLY PATROLLED ALONGSIDE THE LINE, AND NOW AND AGAIN CREATED PROVOCATIONS BY VIOLATING IT.



    GOLDBERG: OUR OBJECTIVE IN OFFERING THIS RESOLUTION IS TO ENCOURAGE A DECISION BY THE WARRING PARTIES TO LIVE TOGETHER IN PEACE AND TO SECURE INTERNATIONAL ASSISTANCE TO THIS END. IT IS NECESSARY TO BEGIN TO MOVE NOT SOME DAY BUT NOW, PROMPTLY, WHILE THE MEMORY OF THESE TRAGIC EVENTS IS STILL VIVID IN OUR MINDS, TOWARDS A SETTLEMENT OF THE OUTSTANDING ISSUES. BUT TRULY, THERE MUST BE PROGRESS TOWARDS ALL IF THERE IS TO BE PROGRESS TOWARDS ANY. THERE ARE LEGITIMATE GRIEVANCES ON ALL SIDES OF THIS BITTER CONFLICT, AND A FULL SETTLEMENT SHOULD DEAL EQUITABLY WITH LEGITIMATE GRIEVANCES AND OUTSTANDING QUESTIONS FROM WHICHEVER SIDE THEY ARE RAISED.



    EL KONY: ALL OF US CAN QUOTE ANY PART THAT SUITS US AND OMIT THE PART THAT DOES NOT SUIT US. BUT IF HE WERE INDULGENT ENOUGH OUR ILLUSTRIOUS COLLEAGUE COULD HAVE CONTINUED AND SAID THAT THEY STRONGLY RESPECT FOR THE PRINCIPAL OF SELF-DETERMINATION...FOR THE PRINCIPAL OF EQUAL RIGHTS AND SELF-DETERMINATION OF PEOPLES AND TO TAKE OTHER APPROPRIATE MEASURES TO STRENGTHEN UNIVERSAL PEACE."

    U THANT'S STATEMENT CAME DURING A DEBATE ON THE MIDDLE-EAST SITUATION. IN HIS STATEMENT HE OUTLINED THE EVENTS LEADING TO THE WITHDRAWAL OF THE UNITED NATIONS FORCE FROM THE AREA. HE SAID A REQUEST TO ISRAEL FOR PART OF THE U.N. FORCE TO BE STATIONED ON THE ISRAELI SIDE OF THE BORDER HAD BEEN REJECTED.

    DURING THE GENERAL ASSEMBLY DEBATE THE UNITED STATES AMBASSADOR PRESENTED A FIVE-POINT RESOLUTION AIMED AT SECURING A LONG PEACE IN THE MIDDLE-EAST. HE SAID THERE WERE LEGITIMATE GRIEVANCES ON BOTH SIDES AND THESE SHOULD BE EQUITABLY DEALT WITH IN ANY SETTLEMENT OF THE ??? CONFLICT.

    RESPONDING, THE UAR DELEGATE, MOHAMMED AWAD EL KONY, REBUFFED MR. GOLDBERG AND SAID THE UNITED STATES RESOLUTION COULD HAVE BEEN MORE STRONGLY WORDED TO SAFEGUARD THE PRINCIPALS OF EQUAL RIGHTS AND SELF-DETERMINATION FOR ALL PEOPLE.
