    Herr Otto Winzer, the East German Foreign Affairs Minister, arrived in Algiers yesterday (Tuesday) for a 24-hour official visit. He was met at the airport by his Algerian counterpart, M. Abdelaziz Bouteflika.

    Herr Winzer - who is accompanied by his Deputy, Herr Wolfgang Kiesewetter and a large party - was also met by members of the Government and the Diplomatic Corps.

    In a brief arrival statement, Herr Winzer said that there were "numerous possibilities for a mutually advantageous cooperation in economic, scientific and cultural fields", and that both East Germany and Algeria were united "in the struggle against the aggression of Imperialist powers."
    The primary reason for the visit is said to be the granting of long-term credit agreements by East Germany to Algeria, under negotiations initialled last week by the German Deputy Minister for Foreign Trade Eugen Kattner - who has already been in Algiers for five days. But, as it was announced today (Wednesday), another important reason was the signing today of Algeria's formal recognition of the German Democratic Republic.

    In M. Bouteflika's announcement of the recognition of East Germany was also included a second point - in which the algerian Government also declared the intention of seeking a prompt resumption of diplomatic relations with Bonn. The Ambassadors of Bonn and Algiers had been recalled after West Germany and Israel exchanged Ambassadors in May 1965.
