    PRAGUE WAS OUTWARDLY CALM TODAY (SUNDAY) ON THE EVE OF THE 50TH ANNIVERSARY OF THE FOUNDATION OF THE CZECHOSLOVAK REPUBLIC BY THOMAS MASARYK. OFFICIALS LAID WREATHS AT THE MONUMENT FOR SOVIET SOLDIERS WHO DIED IN THE LAST WAR AND HISTORIC CROWN JEWELS WERE PUT ON DISPLAY.

    SOVIET TROOPS KEPT OUT OF PRAGUE TODAY, THEY WERE EVEN ABSENT AT THE CEREMONY FOR THE SOVIET DEAD. AT THE STATUE OF KING WENCESLAS THERE WAS AN INSCRIPTION SAYING "WOE TO THE TRAITORS" SIMILAR INSCRIPTIONS WERE TO BE SEEN ON WREATHS PLACED IN OTHER PARTS OF THE CITY.

    CZECHOSLOVAK LEADERS HAVE URGED PEOPLED NOT TO PROVOKE INCIDENTS WHICH MIGHT CAUSE FRICTION WITH SOVIET AUTHORITIES. IN AN OPEN LETTER TO CZECHOSLOVAK YOUTH ON FRIDAY, PRESIDENT SVOBODA MR. ALEXANDER DUBCEK PRIME MINISTER CERNIK AND NATIONAL ASSEMBLY PRESIDENT MR. SMRKOVSKY HAVE CALLED ON THEM TO "BEHAVE RESPONSIBLY." GOVERNMENT AND COMMUNIST PARTY OFFICIALS HAVE MADE SIMILAR REPRESENTATIONS TO HIGH SCHOOL AND UNIVERSITY STUDENTS.

    MEANWHILE CZECHOSLOVAKIA IS PROCEEDING WITH PLANS TO MAKE THE COUNTRY A FEDERAL STATE. TODAY (SUNDAY), THE NATIONAL ASSEMBLY MET TO DISCUSS A BILL OUTLINING THE PRINCIPLES OF FEDERALISATION BETWEEN CZECHS AND SLOVAKS.
