The United Nations Ambassador of the Khmer Republic, M. Koumwick, told the General Assembly in French on Thursday (7 October) that his forces had generally regained the initiative over the whole of the country. M. Koumwick attributed this to the determination of the people of the Khmer Republic, and possession of vital arms that were not available a year ago. The Ambassador said later in his speech that the protracted war had a drastic effect on the economy of the Khmer Republic.

SYNOPSIS: At the United Nations General Assembly on Thursday the Foreign Minister of the Khmer Republic spoke of the state of battle in his country, and later of the affects on the economy.
The Khmer Republic Ambassador, M. Koumwick, said that his forces had regained the initiative over almost all the territory of the Republic. He attributed the successes of his army to the determination of the people of the Khmer Republic, and to the improvement of the equipment of the army. He said that the Khmer army had recently inflicted a series of heavy defeats on the North Vietnamese and the Vietcong - and he mentioned in particular a victory in the East of the Mekong region. He said that in this battle almost a complete North Vietnamese division had been decimated. He told the Assembly that the Khmer forces had beaten back all the attacks of the enemy and that the operation in the beginning of this June had chased them out of the Mekong region. Above all, he said, the successes of the army was due to the use of new weapons. A year ago, the army of the Khmer Republic did not possess the arms it possessed today.
