    The Foreign ministers of 85 non-aligned countries have gathered in Colombo, the capital of Sri Lanka, for a preliminary meeting to next week's Non-Aligned Summit Conference of Heads of State.

    SYNOPSIS: The conference is being held at the Chinese-built Bandaranaike Memorial International Conference Hall, amid tight security. There are three countries represented for the first time-Angola, the Comoro Islands and Seychelles. This is the fifth such meeting -- the last was held in Algiers three years ago. One of the most controversial issues to face the foreign ministers early in the meeting was the conditions for new membership.

    Many countries are pressing for a relaxation of the criteria for membership because of changed international circumstances, but India, Cuba and some African countries have opposed any change. Previous conditions have barred those countries linked to aligned nations by military pacts. The foreign ministers have failed to agree on applications by Romania and the philippines for observer status at next week's conference. A serious clash of views built up during the discussions.

    One of the key topics to be discussed is the manoeuvring for positions and influence in the Indian Ocean by the United States, the Soviet Union and other powers. Many of the nations represented, border the area, or they have a vested interest in it as hinterland states.

    The conference's outgoing chairman is Algerian Foreign Minister, Abdelaziz Bouteflika. He told delegates the experience gained since the last meeting had made it possible for members to move forward with "new confidence in the victory of the movement." The new chairman is Sri Lanka's Finance and justice Minister, Felix Bandaranaike.
