    One group of Indonesian people have taken advantage of President Suharto's absence from the country. They are the beggars and other destitutes who have sneaked back into Djakarta while their leader is away on State visits to Australia, New Zealand and the Philippines.

    They have bee setting up shanties in the sprawling Merdeka Square opposite the presidential palace - capitalising on the reduced number of presidential guards.

    However, police moved in and ordered the vagrants away from the area. But have not acted against scores of others who slipped back into the sewers of the palace and adjacent government buildings. Among them are whole families who were driven out of their dank, underground homes several months ago.

    Recently there has been an increasing number of destitutes coming into Djakarta from outlying areas. Many set up shanties by the roadside or in the city's large network of drains, making use of cardboard and plastic sheeting.

    With the Chinese New year next week, even more of them are expected to head from the countryside into Djakarta to get rice and money. Meanwhile, the Indonesian government has introduced legislation for training the destitutes in a bid to resettle them in gainful employment.
