    Modifications in the structure of OEEC (The Organisation for European Economic Co-operation) permitting the United States and Canada to become full members are being discussed in Paris by a 4-man committee.

    On the committee - set up after the 13-nation Western economic talks in Paris last January - are Mr. Burgess, U.S. permanent representative at NATO and OEEC; Sir Paul Gore-Booth, British representative on Economic and Financial Affairs: M. Clapier, from France's Ministry of Economic Affairs, and Mr. Zolotas, who is Governor of the Bank of Greece.

    The committee's report is expected at the end of this month. Its proposals will be designed to convert OEEC into an Atlantic organisation for economic co-operation.
