    THIS MONTH IN HELSINKI, AMERICAN AND SOVIET OFFICIALS ARE MEETING TO EXAMINE THEIR NUCLEAR BUILD-UP AND THE THREAT OF INTERNATIONAL PROLIFERATION OF NUCLEAR WEAPONS FOR EITHER DEFENSIVE OR OFFENSIVE OBJECTIVES. EXISTING NUCLEAR DEFENCE AND RETALIATION SYSTEMS IN BOTH NATIONS WILL COME UNDER COMMON REVIEW IN AN EFFORT TO REACH A MUTUAL AGREEMENT ON LIMITATION.

    IN THIS DECADE, FEAR HAS BEEN THE ONLY RELIABLE PRESERVATIVE OF WORLD PEACE -- FEAR OF ATTACK, AND FEAR OF REPRISAL. THE UNITED STATES AND THE SOVIET UNION, HAVE ESTABLISHED A WORKABLE "BALANCE OF TERROR" AS IT HAS BECOME KNOWN, THAT HAS EFFECTIVELY STAVED OFF FULL-SCALE NUCLEAR WAR.

    THE UNITED STATES HAS DEVELOPED A COMPLICATED EARLY WARNING SYSTEM FOR NUCLEAR ATTACK. AN ALMOST IMPREGNABLE RADAR BELT SURROUNDS THE COUNTRY ITSELF, AND IN ALASKA, GREENLAND AND SCOTLAND FURTHER LISTENING POSTS CAN WARN OF ANY APPROACH DOWN THE MOST LIKELY MISSILE PATHS FROM THE SOVIET UNION. A VAST FORCE OF B-52 BOMBERS -- HUGE, EIGHT-ENGINED MILITARY AIRCRAFT -- PATROLS THE SKIES CONSTANTLY ON A ROUND-THE-CLOCK SHIFT BASIS, READY TO MOVE IN WITH NUCLEAR SUPPORT AT SHORT NOTICE. MOST OF THE BOMBERS ALSO CARRY HOUND DOG MISSILES, WITH A RANGE OF 500 MILES AND SPEEDS FASTER THAN SOUND. THE HOUND DOG MISSILES CAN HOME IN INDEPENDENTLY ON THEIR TARGETS, AND CAN FLY LOW TO AVOID ENEMY RADAR.

    THE WHOLE EARLY WARNING SYSTEM IS CO-ORDINATED FROM THE UNITED STATES' STRATEGIC AIR COMMAND HEADQUARTERS NEAR OMAHA, NEBRASKA. HERE, IN LARGE UNDERGROUND BASES, THE INFORMATION FROM DISTANT RADAR STATIONS AND PATROLLING AIRCRAFT AND SUBMARINES IS COLLATED AND COMPUTERISED. AT THE SAME TIME ALL AVAILABLE INFORMATION ABOUT POSSIBLE ENEMY ACTIVITY IS FED INTO THE SYSTEM. SECURITY IN THE SAC HEADQUARTERS IS INTENSE. ALL PERSONNEL WORKING THERE ARE SCREENED IN GREAT DETAIL, AND REPLACEMENTS ARE REGULAR AND FREQUENT.

    IN NEARBY NORTH DAKOTA SOME 150 MISSILES ARE EMBEDDED IN THE EARTH IN THICK CONCRETE SILOES, WATCHED OVER FROM 15 ??? AND BASES IN THE AREA. IN THE EVENT OF ATTACK EACH OF THESE ???-MISSILE MISSILES CAN BE LAUNCHED IN RETALIATION.

    THE GENERAL IN CHARGE OF SAC HAS TWO TELEPHONES ON HIS DESK -- A BLUE ONE AND A GOLD ONE. THE BLUE ONE ADVISES HIM OF AN ATTACK AS DETECTED BY ANY OF THE RADAR INSTALLATIONS. THE GOLD ONE CONNECTS HIM WITH THE PRESIDENT OF THE UNITED STATES. THE GENERAL CAN CONFER IMMEDIATELY WITH THE PRESIDENT AND TOP-RANKING CABINET MINISTERS BEFORE SETTING THE COMPUTERISED RETALIATORY MECHANISM IN OPERATION. SO FAR THE BUTTON HAS NOT BEEN PRESSED.
