    Congolese Army chief Colonel Mobutu recently arrested Mr Cleophas Kamitatu - Governor of Leopoldville Province - alleging his participation in handing over secret documents to the United Nations. There followed protest riots by Kamitatu supporters and UN Ghanaian troops stepped in to prevent them being shot down by Congolese soldiers.

    To improve their efficiency in dealing with disturbances of this kind, Leopoldville's pro-Kamitatu police force - completely disorganized since independence of the Republic - went into rigid training Nov 14.

    Directed by officers, the police moved speedily to trucks on the announcement of an "emergency" alarm.

    Arriving quickly in the troubled area, the police dismounted and ran in open formation - some jumping from moving trucks - and took up firing positions on the ground. The whole operation completed in minutes.
