    South African Foreign Minister Pik Botha has been commenting on the talks about the future of Namibia-South West Africa-that have been taking place in Pretoria. The talks ended inconclusively after a United Nations delegation of five major Western powers-Britain, France, the United States, Canada, West Germany-had unsuccessfully called for the withdrawal of South African troops from the territory during the four-day talks. Referring to "law and order." Mr. Botha-himself a former South African Ambassador to the United Nations-said troop withdrawal from the disputed territory was not in question, but he did not know what the next stage of negotiations would be.
